Goals and Expectations
The joint committee discussed goals and expectations of future joint
planning activities. The following are various points and questions that
were raised during this discussion.

We should do both Futuring and short-term planning of priorities
-
Should involve stakeholders and other external constituents
-
Move toward developing a joint initiative(s) for BOA budget 2-3 years in
future
-
Change is occurring so fast, planning time frame is compressed
-
Professional societies are dealing with many of these issues. Should they
have input into our process?
-
Some areas are being led by industry (GMO's) - what is our role?
-
Need to produce a tangible product for the system out of our joint planning
-
What is occurring in system across 5 national goals in research and extension?
-
May be able to use POW's to glean planned programs from across system in
research and extension
-
This joint committee or a subgroup could facilitate gaining this information
from the POW's (Eric Young will work with George Cooper to see if this
is feasible)

Most immediate need is to choose one area/issue and focus 5-10 years down
road and produce an output/statement to system
-
Research and extension should be fundamentally linked and working together,
but not become one entity
-
How should research and extension be linked and working together in future?
-
Can't be all things to all people, but how can we focus on those issues
that really matter?
-
Current five national goals may change, so we don't want to restrict ourselves
to that framework.
** Consensus reached - Joint committee will explore an area/issue
of common interest and look 10 years into the future at research/extension
programmatic and operational aspects, then inform the system of our deliberations
and engage the system in discussion.
Topics for Future Meetings
Numerous potential topics for future joint planning activities were
suggested and discussed. The joint committee decided that for our next
meeting we should focus on a topic that still had broad programmatic and
operational implications and that may lead into a more narrow topic for
future meetings. It was decided that the following topic would be the focus
of our first joint planning session in early February.
Recent futuring studies of the Land-Grant University System

Choose a few prominent futuring documents to review

Everyone will read each document
-
Subgroups will do an in-depth review and present that to the large group
to begin discussion
-
Subject matter area(s) will be chosen to focus discussions relative to
futuring documents

in-depth review.

Discussion will center around the following questions relative to each
report:

What are implications of the report on how research/extension will operate
in the future?

How will this shape how research and extension addresses some key issues
areas (see issue areas below)?

Ted Alder and Dan Kugler will both contact potential facilitators and get
availability and costs

Eric Young, Jon Ort, George Cooper, and the five document subgroups chairs
will be the program committee for developing the agenda and program details

Jon and Eric will set up a conference call with document subgroups chairs
-
George Cooper, Eric Young, and Jon Ort will do local arrangements, with
George's office providing support
